What the reference study on estrogenic activity shows
Fennel contains phyto-estrogenic compounds, including trans-anethole, which gives it its anise flavor. A 1985 study published in the Indian Journal of Physiology and Pharmacology by Malini, Vanithakumari and colleagues tested oral administration of a fennel-seed extract in male and female rats over 10 to 15 days (see the study on Google Scholar). In females, the extract caused vaginal cornification and altered the estrous cycle; in males, it changed the protein composition of the reproductive organs. The authors concluded that the seed extract had confirmed estrogenic activity.
Two essential caveats: this involved a concentrated extract given orally to animals, at doses nowhere near comparable to a diluted skin massage; and no equivalent human data exists for an essential oil applied to the skin. This result nonetheless confirms that a real hormonal mechanism exists in the plant, which justifies caution with concentrated, repeated use, or in specific hormonal situations — including through the skin, where partial transdermal absorption of aromatic compounds cannot be ruled out.

An occasional, diluted digestive abdominal massage is not on the same order of magnitude as a daily dose of concentrated extract, but caution remains warranted in the absence of specific human data.
